To ensure effective programmes of secondary prevention are available to all those who have encountered these illnesses; To enhance and to enable clients to self-manage their illness/es effectively; DUTIES 1 Developmental To contribute to the development of the organisations strategic and operational plan; To manage the introduction of new services which meet the needs of the client and carer population in Northern Ireland; To develop a culture of continuous improvement of services; To cultivate and develop relationships with all relevant organisations; To represent the organisation and to participate in external meetings and events 2 Operational To provide overall leadership for the range of activities delivered by NICHS, including: Stroke Family Support Stroke Service General Stroke Clubs Cardiac Support Groups Respiratory Support Groups Self-management groups Therapies such as physiotherapy, speech therapy, occupational therapy, as well as relaxation, physical activity, art therapy and music therapy which should be made available to groups To develop and to manage, within the framework of the Strategic Plan, new services and projects in response to identified needs; To assist with the marketing of the organisations services and to develop NICHSs image throughout Northern Ireland; To ensure the Northern Ireland Public is aware of the services provided by NICHS; To assure the delivery of agreed targets and provide regular reports on service quality and delivery to the Chief Executive; To maintain effective team meetings and briefings in accordance with NICHS communication policies; To promote and encourage personal development; To undertake staff appraisals and regular supervision; To ensure an accurate record system is maintained; To participate in the Long Term Conditions Alliance 3 Secondary Prevention To ensure that clients and carers are aware of the opportunities for secondary prevention through life style changes e.g. smoking cessation, nutrition, physical activity to reduce greatly the high risk of a further cardiovascular episode; To develop communication and empowerment strategies to encourage lifestyle changes which will lead to reducing the high risk of exacerbating chronic obstructive pulmonary disease; To encourage physical and other activities which improve quality of life 4 Financial To manage the devolved budget and to report on a monthly basis; To lead negotiations with funding bodies to develop contracts and service-level agreements; To work towards full recovery of direct costs; To work towards full cost recovery including overheads 5 Quality To develop standards for services in conjunction with relevant stakeholders; To ensure at least on a quarterly basis that all services delivered are of the highest standard and that all personnel involved in the delivery operate to these standards; To ensure compliance with funders and regulatory requirements; Through effective team participation to ensure a philosophy of continuous improvement is established in the Directorate and within the Senior Management Team; 6 General To contribute to the effective planning and delivery of any relevant events which promote the work of NICHS; To represent NICHS at special events or occasions; To be flexible to meet out of hours requirements and be prepared to travel where necessary; To attend and participate in meetings, Council, Governance Board, Committees, as required; PERSON SPECIFICATION The candidate must be able to demonstrate evidence of the following: 1 Knowledge and Experience: Proven track record of effective people leadership at senior management level for 5 years; Experience of strategic and operational planning; Experience of managing a devolved budget; Delivery of quality in relation to services; Experience of developing services from conceptual stage through to implementation; Effective time management and target achievement; Proficient in the use of the MS Office suite of software; Experience in improving the performance of individuals and of teams; Successful track record in change management 2 Qualifications Educated to at least degree or equivalent level; Excellent written and oral communication skills 3 Attitudes An enabling and participative approach to work and leadership; A demonstrable interest in the issues facing NICHS; A passion for the area of work covered by NICHS Flexibility and openness based on competence and confidence DESIRABLE CRITERIA Experience in health & social services;
